Keep raising the offset until you can seriously hear the ticks coming from both places. This can be really difficult and frustrating to get down perfectly, so I recommend trying to start far away from the perfect offset and work your way down to a more exact value. Instead, you will only hear the one unified tick sound. Your job is to fiddle with the offset amount until it is impossible for you to distinguish the two tick sources from each other. Open it up and you will hear ticking coming from two sources: the offset map and the wizard. Go back to your options (while the song is playing) and search 'offset' to find the offset wizard. Open osu and go to the song so that it starts playing. Now in case you want to set up your universal offset.
This can be fixed too using local offset, but really this is something you never have to worry about (can't think of any pro that changes local offset on anything other than jakachan). The beatmap's crap timing is a result of being poorly mapped, and is specific to that beatmap. For regular usage this is not noticeable, but when you are trying to get pro low UR or play high OD it might be helpful. Universal offset is when your hardware causes delays in either what you see or what you hear, meaning your monitor and sound are not perfectly in sync. When you saw the new beatmap, that was not a result of universal offset.
